Francis McPeake

Profile

Francis is a Chartered Quantity Surveyor and Project Manager in the building industry and has 32 years’ post-qualification experience working in consultancy, client and contractor organisations.

He has provided Project Management, Quantity Surveying, Employer’s Agent and Contract Administrator services on public and private projects ranging from £250k to £365m. His sector experience comprises offices, retail, commercial, private housing, mixed-use, healthcare, sport & leisure, hotel and hospitality, residential and light industrial. Francis has operated at director level for 27 years.

Francis has acted as the Employer’s Representative under joint venture development agreements between the public and private sector and has advised on development agreements including the negotiation, acquisition and integration of multiple tenanted businesses. Francis has also been appointed many times in circumstances where he is asked to assist failing projects where there is a need for a project recovery solution – including the need for dispute resolution. Francis has extensive experience managing teams on complex, demanding projects. His approach is typically hand-on, providing supportive leadership. Where challenges arise, Francis can draw on his extensive experience and understanding to produce practical solutions and avoid disputes.

He has provided advice to clients on many construction claims, including those relating to direct loss expense, extensions of time, disruption, liquidated damages and those arising from insolvency. He has led on the provision of technical witness evidence to a CPO enquiry which included in excess of 300 title interests, and he has provided evidence before the House of Commons Culture, Media and Sport Committee.

Francis an RICS Registered Expert Witness. He has completed the RICS Expert Witness Certificate and necessary additional assessments required for admittance onto the RICS’ Expert Witness Register; expert report drafting, cross-examination under court conditions and final competency interview.

He is a member of the Adjudication Society and the Society of Construction Law.
