Mustafa is a multi-qualified Civil Engineer, Chartered Project Manager and Member of the Chartered Institute of Arbitrators. He has over 20 years’ experience in contract administration, quantum assessment, project controls, project planning, cost control, critical path analysis and forensic schedule delay analysis.
Mustafa has worked on several high profile £1bn projects in the UK, Turkey, Iraq, Pakistan, Azerbaijan, Turkmenistan and Kazakhstan. His sector experience includes power, oil and gas, infrastructure, utilities and rail.
He has extensive experience of FIDIC, JCT and NEC forms of contract and also many bespoke contracts. He is an adept user of Primavera P6, Microsoft Project, Primavera Claim Digger, AutoCAD, Aconex and Microsoft Dynamics NAV ERP software. He is highly specialised in the preparation of extension of time and monetary claims for scope changes, acceleration, prolongation, disruption and the examination of such claims presented by others.
Mustafa has led teams of up to 12 planners on projects up to $1Bn, where he has held ultimate responsibility for control and optimisation of the works, validation of monthly progress reports, retrospective forensic programme analysis for extensions of time and prolongation claims. Mustafa has regularly attended Dispute Avoidance Board meetings and briefed the board, the parties, and the Engineer regarding programme issues, remediation, extension of time and prolongation cost claims. He has also worked as Contract Administrator for approximately 50 multidisciplinary contracts, for the U.S. Air Forces in Europe in Turkey and for the U.S. Army, Multinational Forces in Iraq. Prepared payment certificates, baselines and update schedules and monitored actuals against the agreed baselines and communicated the progress regularly to the stakeholders.
Mustafa is a capable expert witness and has produced reports either supporting or rebutting claims in ICC and ICSID arbitrations concerning chronology narration, responsibility assessment, source validation, identification and quantification of delay, concurrency, mitigation and constructive acceleration.
