Profile

Paul is a Chartered Quantity Surveyor and a fellow of the Chartered Institute of Arbitrators with 30 years’ experience in quantity surveying, contract and commercial management, claims preparation, and dispute resolution.

Paul’s experience has predominantly involved working for Tier 1 contractors, but also includes working for Developers, Employers and Subcontractors. He has major project experience in civil engineering, transportation and energy sectors. International experience includes Hong Kong, Singapore, Malaysia, Taiwan, Japan, Australia, France, Germany, Netherlands, Romania, Poland and Turkey. He is an Expert in FIDIC, NEC3, JCT, AS4000, BOT, PFI and D&B contracts as well as bespoke contracts.

Having worked with a leading contracts consultancy for over 20 years Paul held the position of Regional Director responsible for Asia and then Australia. This involved building and managing a team of 40+ consultants providing contracts advice, commercial management and claims services as well as heading up the Expert Services division. His current roles include commercial lead for a Spanish developer looking to achieve Financial Close on three £100+million Energy to Waste Gasification Plants in the North of England and Wales.

Recent UK experience has included specialist claims adviser to the HPC NNB project focused on Force Majeure and Brexit issues. Seconded for 2 years as Interim Commercial Manager on the Greater Manchester Waste to Energy PFI Project and claims adviser on the A465 Dualling Highways Project in Abergavenny.

Paul is an adaptable team player, a concise communicator and is contractor focused; having worked with Costain, Laing O’Rourke, Bouygues, Alstom and Areva NP. He is proficient in pre-contract tender reviews and is experienced in all post-contract quantity surveying. He is highly experienced in Risk and Contract Analysis and Alternative Dispute Resolution (including arbitration, adjudication & mediation). Paul was appointed as Quantum Expert on various disputes relating to Airport, Highways, Water Treatment Plant, Metro Rail, Mining, Oil & Gas and Building projects and has given testimony.

Academically, Paul holds a Degree in Quantity Surveying and a Diploma in Arbitration.
