Tom has proven experience in delivering successful large infrastructure projects in the Rail and Electricity sectors. As a Chartered Professional Engineer, he collaborates effectively with multidisciplinary teams to identify project risks and drive programmes. Tom’s passion for learning, motivation, and ability to deliver make him a valued member of any project.
Prior to joining Rowfield, Tom worked for AECOM as Project Manager across multiple design projects in the rail industry in the UK where he led project teams driving budget, programme, and quality. Tom successfully manages simultaneous projects with conflicting priorities to assess issues and manage resources to meet client expectations. He is experienced in preparing tenders and bids and was Bid Manager for the Elephant and Castle station upgrade. This involved preparing bid financials and programmes and negotiating with project stakeholders to resolve conflict, focusing on outcomes and identifying common ground. Tom has strong ability to recognise and process change to maintain project budgets.
Tom was previously Project Engineer for the $100M (£50M) CUWLP project; a government fast-tracked COVID-19 recovery project to upgrade a 160km 220kV transmission line based on-site in rural Otago, New Zealand. He successfully led the engineering work streams to deliver the project ahead of schedule and under budget. He managed engineering consultants and delivered critical path design whilst being part of the project management team executing the NZS3910 construction contracts. Tom is experienced in evaluating tenders, attending contract management meetings, and taking part in contract negotiations. He has scoped and reviewed designs from engineering consultants, written technical specifications and programmes for contracts and inspected factory quality processes. He is experienced in verifying quality and ensuring safe work practices on site.
As Project Engineer, Tom managed engineering consultants on a wide range of projects at all stages of the design life-cycle including grid connections for renewable energy projects, maintenance and upgrade projects. He was Project Engineer for the BPE-HAY reconductoring project; a $70M (£35M) upgrade where he contributed to project delivery business cases and built a high-level understanding of project economics through work with the Grid Investment team.
Academically Tom holds a first-class Bachelor of Mechanical Engineering (BEng) Degree from the University of Canterbury, New Zealand.
