William is a Commercial Manager at Rowfield Commercial and a traditionally trained Quantity Surveyor with over 11 years’ experience in the construction and engineering industry.

Prior to joining Rowfield Commercial, William has led project commercial teams on a range of complex infrastructure projects, representing both the Client and Contractor. His more recent experience has seen him specialise in Electricity Transmission, within a large capital delivery team working on the procurement and commercial matters for one of the UK’s major Distribution Network Operators.

William’s experience in the Electricity Transmission sector has seen him involved in over twenty large capital projects from feasibility and detailed design stages, through to construction and handover. Projects include the installation of new 132kV & 33kV primary GIS substations, new 33kV underground cable routes, replacement of existing 33kV overhead lines, towers, and poles. William has worked on projects with contract values up to £70m, where he is comfortable undertaking pre-contract and post-contract duties, with a particular emphasis on tendering, estimating, contract drafting, forecasting, cost verification, CVR compilation, change management, programme management and project closure documentation.

Having worked with the NEC standard form of contract for his entire career, William has developed an in-depth knowledge of NEC ECC procedures, in particular change management and risk management. When project issues arise, he uses his contract knowledge to guide delivery teams on contractual matters and the best commercial approach. William has a proactive and pragmatic approach with the aim of achieving optimum commercial solutions while protecting the interests of his Client.

Academically, William holds a first-class honours Degree in Quantity Surveying, a University Diploma in Quantity Surveying, a Certificate in Construction Project Management (RICS), and a Certificate in Environmental Management from the Institute of Environmental Management and Assessment.
