Phil Whitney

Profile

Phil is a Chartered Civil Engineer and APMP qualified project management professional with 28-years’ experience in major project delivery. Of this, Phil has 18-years’ experience specialising in planning and delay analysis using prospective and retrospective methods. Phil is a committee member of the Wales Branch of the Chartered Institute of Arbitrators and a previous elected member of the Institution of Civil Engineers Wales committee.

Phil started his career as a civil engineer and progressed through the engineering disciplines to the position of Project Manager for a tier 1 civil engineering contractor. He
gained valuable construction experience across a wide range of sectors including highways, water and commercial development. Significant projects that Phil was involved
with include Welsh Water AMP2 CSO improvements; Waitrose Cheltenham Development; Wessex Water AMP3 Gemstone Alliance; Crossrail Isle of Dogs Station; A40 Penblewin to Slebech Park Improvement; National Grid Overhead Line Alliance.

Phil later moved into a planning discipline in 2007 and gained experience in planning and monitoring of projects at tender, early contractor involvement, construction and after care stages. He was active in the planning leadership team within a major UK contractor and responsible for the planning of major projects including the A465 Heads of the Valleys Dualling; Highways Agency’s Asset Support Framework; Transport for London’s Structures and Tunnels Investment Programme; Network Rail’s Valleys Line Electrification Programme; M4 Corridor around Newport; HS2 Main Works London Tunnels.

Since 2017, Phil has worked in the field of delay analysis where he provides NEC change management support to projects including DLR Beckton Depot; HS2 Viaducts Subcontract; A417 Missing Link Earthworks Subcontract. Phil has also carried out numerous retrospective delay analysis and expert reports for contentious issues and disputes including residential façade refurbishment; cold storage warehouse; data centre fit out; solar energy park; renewable energy grid connection.

Academically, Phil holds a Degree in Civil Engineering and a Master’s Degree in Construction Law and Dispute Resolution.

Phil is an active member of the Society of Construction Law. He is currently sitting the RICS Expert Witness Certificate training programme.
