David Campos

Profile

David is a Construction Planner and Project Controls professional with extensive experience in planning, scheduling, and programme management across construction, electricity transmission, renewable energy, and broadband infrastructure sectors. He has 18 years’ experience in the construction industry, initially as a Project Manager and more recently a Project Planner and Senior Planner.

David combines technical project control expertise with commercial awareness and an understanding of contractual frameworks such as NEC4 and EPC contracts. David delivers measurable results in schedule certainty, cost efficiency, and stakeholder satisfaction across complex, multi-disciplinary projects.

At Ethical Power, David has overseen the planning and delivery of over 257 MW of solar capacity across multiple UK sites, with a combined value of approximately £164 million. Key projects include Ford Oaks (30 MW) and Oaklands (50 MW), Derril Water (42 MW), Broghborough (40 MW) (in design), and several other large-scale solar developments. He creates and manages detailed project programmes using Primavera P6, MS Project, and Asta Powerproject, ensuring alignment with contract requirements, client expectations, and project milestones. He tracks progress against WBS, critical paths, S-curves, KPIs, and milestone payments, and performs risk analysis, procurement monitoring, trend reporting, and forecasting to ensure projects are delivered on time, within scope, and budget.

From 2021 to 2024, David worked as a Construction Planner with Jurassic Fibre and Airband, supporting major broadband infrastructure rollouts across the South-West of England. At Jurassic Fibre, he contributed to a £250 million fibre-to-the-premises (FTTP) expansion, covering over 300 km of network and connecting thousands of rural and urban properties. At Airband, he delivered broadband to more than 6,000 rural properties under the Connecting Devon and Somerset programme, optimising schedules, coordinating contractors, and tracking performance to meet technical and operational milestones. These experiences strengthened his ability to manage complex delivery sequences, coordinate multi-disciplinary teams, and ensure programme reliability.

Earlier in his career, as Project Manager at Suma Projects and within the Judiciary Infrastructure Department in Chile, David contributed to a national programme delivering new Family, Civil, and Civil and Letras courts as part of a judicial reform plan. The programme comprised 100,000 m² of new construction and 144,000 m² of refurbishment, valued at £400 million (2010 terms). David was directly responsible for 16 projects totalling 12,895 m², ranging in size from 300 m² to 1,883 m². Key projects included the New Criminal Court of Constitución, New Civil and Family Court of Constitución, Extension of the Family Court of Buin, New Family and Civil Court of Rengo, and the Refurbishment of the First and Second Civil Courts of Los Ángeles. He oversaw tender preparation, bid evaluation, contractor management, budgeting, scope control, and on-site coordination, ensuring delivery to high standards within strict public sector requirements.

Across his career in Chile, France, and the UK, David has developed a broad understanding of project lifecycle management, stakeholder communication, and cross-functional team coordination. He brings a methodical, proactive approach to problem-solving, aligning technical, financial, and operational aspects to deliver successful project outcomes.

Academically, David holds a Bachelor’s degree in Architecture from the University of Chile and is currently pursuing an MSc in Quantity Surveying at Northumbria University. He also holds SMSTS, NRSWA, and APM Project Fundamentals certifications, reflecting his commitment to professional development and adherence to best practice in project management and controls.
